When you first register in NC as a new resident transferring from another state, you do not need an inspection to get your initial registration. After that, NC requires an annual safety and emissions inspection each year at renewal. Most auto shops and licensed gas stations can do it for around $30.

Bring your out-of-state title (or lienholder information), proof of NC insurance, your inspection receipt, proof of residency (utility bill, lease, or mortgage), and your current driver's license.

Within 60 days of establishing NC residency you must transfer to an NC license. Bring your current license, Social Security card or proof of SSN, and two proofs of NC residency. The fee is $5.50 for a standard license.
