The three-policy structure on the OBX

Most OBX homeowners need three separate policies working together, not one. Understanding how they fit together is the starting point.

  • 1.Homeowner's policy (non-wind): Covers the structure and contents against most perils except wind and hail. Fire, lightning, theft, liability. Many carriers writing OBX properties exclude wind entirely.
  • 2.NCJUA wind and hail policy: The NC Insurance Underwriting Association provides wind and hail coverage for properties in beach areas where private carriers won't. Required on most barrier island properties.
  • 3.Flood insurance (NFIP or private): Storm surge and flooding are entirely separate from both of the above. Standard home and wind policies do not cover flood. Most OBX properties are in FEMA Special Flood Hazard Areas.

OBX geography and carrier appetite

The Outer Banks spans barrier islands in Dare, Currituck, and Hyde counties. Communities include Kill Devil Hills, Nags Head, Kitty Hawk, Corolla, Hatteras, and Ocracoke. Each location has its own carrier and rate profile.

Most standard home insurance carriers will not write OBX properties at all. The carriers that do write coastal NC have specific eligibility requirements around construction type, roof age, distance to water, and building elevation. Homes on pilings are rated differently than slab construction. Post-storm events like Florence (2018) and Dorian (2019) caused significant losses and further contracted the private market.

Elevated homes and wind mitigation

Many OBX homes are built on pilings to meet NFIP elevation requirements. Elevated construction affects both wind and flood rating. A wind mitigation inspection documents features like roof shape, roof-to-wall connections, and opening protection, these can meaningfully reduce NCJUA premiums. If your home was built to current building code standards, it is worth getting an inspection.

Vacation rental vs. primary residence

A significant portion of OBX properties are vacation rentals or second homes. This matters for insurance: a standard homeowner's policy is written for owner-occupied properties. If you rent your OBX home through VRBO, Airbnb, or a rental management company, you need a vacation rental or landlord policy, not a standard homeowner's policy.

The NCJUA wind policy covers the structure regardless of occupancy type. Flood insurance eligibility is also occupancy-neutral. But the private homeowner's component must match how the property is actually used.
